Feedbooks.com is the way to go if you want the localized version of a particular book. Check the section public domain ebooks for the ones that are free and uncopyrighted.

One site that most of the people ignores is Amazon.

Yes I'm not joking, on Amazon you can download many free ebooks! If you follow this link you'll find many ebooks that are free.
